-- U.S. Customs and Border Protection (CBP) Advanced Training Center (ATC), Harpers Ferry, West Virginia:  The ATC provides advanced firearms and tactical training to CBP law enforcement personnel and personnel of other federal agencies.  The center is opening in phases, consistent with a master plan transmitted to Congress in 2007 after being approved by the Office of Management and Budget and the Department of Homeland Security, and accommodates advanced training consistent with the mission of securing U.S. borders.  CBP employees are stationed throughout the world at land and border crossings, airports, seaports, and other urban environments with a need for practical, unique, progressive, and flexible training.  In Fiscal Year 2009, it is estimated that there will be 3,266 graduates from this law enforcement training program.

 

  • $10.3 million has been requested for the CBP ATC to complete, equip, and furnish the previously funded Leadership Academy (which is designed to eliminate the serious shortfall that exists in the training of first-line supervisors) and dorms. 
  • $29.4 million has been requested for CBP for the expansion of the ATC Leadership Academy.

-- U.S. Coast Guard Operations Systems Center (OSC) Expansion:  $4.3 million has been requested for the Coast Guard for the expansion of the OSC near Kearneysville, West Virginia, including the cost to furnish the office space.  Due to the growth in the demand for information technology services and system development, the OSC has experienced robust growth over the past 10 years, necessitating expansion beyond the current facility.  The expansion would consolidate the current workforce from the satellite locations and modular trailers to a permanent structure on the grounds of the main campus at Liberty Business Park, near Kearneysville, West Virginia.
