-- Allegany Ballistics Laboratory (ABL) Facility Restoration Plan: $45 million has been requested for the U.S. Department of the Navy to replace the steam plant at the 1700-employee government-owned ABL facility, Rocket Center, West Virginia, where tactical missile propulsion systems, conventional warheads, laser initiation systems, and metal and composite structures are produced for the Department of Defense. The current steam plant houses two 35-year old oil-fired boilers and a 15-year old coal-fired boiler, and is unreliable, in constant need of costly maintenance, and not compliant with air emission requirements. The new multi-use coal/gas replacement plant would provide a 33% increase in steam production to dependably meet current and projected energy requirements.
-- Joint Interagency Training & Education Center: $10 million has been requested for the West Virginia National Guard to support the continued operations of the Joint Interagency Training and Education Center (JITEC), based at Camp Dawson (in Preston County) and the Center for National Response (near Standard, WV). Designated by the National Guard Bureau in 2004, the JITEC provides comprehensive antiterrorism, counterterrorism and homeland security training for National Guardsmen, Department of Defense units, federal and state government entities, and civilian responders.

-- Unmanned Vehicle Sensor Optimization Technologies Project: $3 million has been requested for the continuation of a program that was competitively awarded to Augusta Systems for the continued development of next generation electronic, computing systems, and swarming control software for unmanned vehicle systems for the U.S. Department of Defense. -- Combustion Light Gas Gun (CLGG) Projectile: $5 million has been requested for the continuation of a program that was competitively awarded to the Utron Corporation for the continued development of a guided projectile capable of accurately attacking targets at ranges of up to 200 nautical miles for the U.S. Department of the Navy. Achieving this range would improve the Navy’s capability to hit targets and protect expeditionary forces ashore, while remaining out of the range of shore-based guns. -- Digitization of Naval Criminal Investigative Service Files (NCIS): $6.5 million has been requested to continue a program that was competitively awarded to the Information Manufacturing Corporation (IMC), which has recently been renamed the National Interest Security Company (NISC), to digitize, integrate, and provide analyst access to the investigative files of the U.S. Naval Criminal Investigative Service. Much of the investigative materials are buried in archives and not readily accessible to analysts. This system provides the Navy with a highly secure system where digital data can be analyzed and evaluated by NCIS agents stationed throughout the world in a more timely and efficient manner. -- Continuous Acquisition and Life-Cycle Support (CALS) Integrated Data Environment and Defense Logistics Enterprise Services Program (DLES): $4 million has been requested for the CALS program that was competitively awarded to the ManTech International Corporation to support the U.S. Department of Defense with planning, testing, and implementation of its information network for the 21st century. This work would continue to be performed at ManTech’s
-- Direct Squadron Support Readiness Training Program: $4 million has been requested to support the continued development, delivery and implementation of web-based training for the U.S. Navy Reserve for four critical airframes (the C-130T, C-9B, C-40A and F-5 aircraft). The development of this technology would shorten logistics response times by reducing order times, introducing lean six sigma concepts, providing vital information at the point of maintenance, and by providing the right information to the right person at the right time. -- U.S. Department of Defense’s Automated Biometrics Identification System: $7 million has been requested for the U.S. Department of the Army, Clarksburg, West Virginia, to convert biometrics information into a digital format and initiate efforts to incorporate this data into the next-generation of the U.S. Department of Defense’s Automated Biometrics Identification System for enhanced matching capabilities to better protect the warfighter and protect our borders.
-- Repair of Storage Facilities for Military Assets: $3 million has been requested for the West Virginia Army National Guard (WVARNG) to repair two 90,000 square-foot military storage/maintenance facilities at the Eleanor Armed Forces Reserve Center and Maintenance Facility, Eleanor, West Virginia, that are used for specialized storage of key U.S. Army active duty and National Guard military equipment used for both the homeland defense and overseas warfighting missions. In addition space in these building is used for critical military maintenance, refurbishing and reset programs. The buildings are in dire need of repair to prevent against significant depreciation of military assets.
