My legislation would make the Medicare prescription drug benefit comprehensive.  After an annual $250 deductible is met, there would be no limits or caps on the benefit, and no gaps in coverage.  Medicare's contribution would increase as beneficiary out-of-pocket costs increase.  The beneficiary would pay:

• Half of the cost of each prescription above the deductible, up to $3,500;
• 25 percent of the cost of each prescription above $3,500 up to $4,000; and
• Nothing after paying $4,000 out-of-pocket..
